Hebron Man Charged With 33 Counts of Animal Cruelty
According to Sheriff Jeffrey J. Murphy, the Washington County Sheriff's Office arrested Jerry A. Mattison, 66, of Hebron, New York, on Tuesday, August 18, 2026, following the execution of a search warrant at two properties in the Town of Hebron as part of an animal maltreatment investigation.
Search warrants were executed at properties on Chamberlain Mills Road and County Route 31 in the Town of Hebron. Working with the New York State Humane Society, veterinarians, and volunteers, investigators removed a total of 59 animals from the properties, including 18 horses, 13 head of cattle, 11 chickens, 9 quail, 2 goats, and 6 dogs. Veterinarians determined that the animals were in failing health as a result of inadequate food and water, poor living conditions, and lack of shelter.
Mattison was charged with 33 counts of Overdriving, Torturing, and Injuring Animals; Failure to Provide Proper Sustenance, under Section 353 of the New York State Agriculture and Markets Law. He was issued an Appearance Ticket to appear in the Town of Hebron Court at a later date. Mattison was separately arraigned in Washington County Court for a violation of probation in connection with an unrelated case. He is currently supervised by the Washington County Probation Department.
